It might be - but I'm not sure how you would actually achieve the failover itself. I think the networks would have to have different IP ranges which would mean you would have to reconnect to the server each time, giving the same problem. You may be able to use Network Card Teaming, but usually this is for connecting to a switch twice to allow for a network card failing. First step to be honest would be to just try swapping out componenets - you will probably find you glitching is just an overheating hub or perhaps a network card slowing dying. Might save you a fair bit of money :-)
