Scoop Capture and Edit v3.0.21 are now available from the Scoop Support area http://support.psquared.net/products/scoop/v3.0/
The changes for each version are listed in the Update Information file - you can read this by clicking the link next to each download.
This release mainly contains updates to Scoop Edit - some bug fixes, but also some big usability improvements.
You may need to download the source configuration files again to obtain the new INI configuration files if you haven't since the date posted next to the download.
Oh - and Happy New Year
